There’s no denying that OpenAI’s public release of ChatGPT in November 2022 opened the floodgates of generative AI powered by large language models (LLMs). Since then, the market has seen an exponential increase in the development of large language models. In fact, the LLM market is expected to grow from $6.4 billion in 2024 to $36.1 billion by 2030, according to a report from MarketstoMarkets™. However, within all this growth, a new trend is emerging: small language models (SLMs). These compact yet powerful AI models are leveling the playing field and making it more realistic for businesses to adopt generative AI into their workflows.  

 

What are Small Language Models (SLMs)?

This 100% affects the big tech companies (OpenAI, Anthropic, Microsoft, Amazon, Google, Meta, etc), but be forewarned that it may also potentially apply to companies that use AI in areas that impact national security, infrastructure, economic security, or public health and safety. Some types of companies that are bound to comply with the Executive Order include:

  • Companies that develop or intend to develop foundation models or high-risk AI systems must provide information, reports, and records related to training, red-team testing, and cybersecurity.
  • Companies that develop, possess, or acquire large-scale computing clusters used for AI development must inform and report to the government its existing location(s) and size.
  • U.S. IaaS Companies and foreign subsidiaries (or resellers) must report when a foreign entity uses their services to train a large AI model with potential capabilities that could be used in malicious cyber-enabled activity. In essence, this requires “know your customer” (KYC) data and protocols for IaaS providers.

 

These requirements revolve around notification and reporting to give the government visibility and review authority before any systems are released to the public. As highlighted above much of it focuses on notification, disclosures, and record-keeping but ultimately is setting forth practices in responsible AI.   • Human Oversight and Redress: High-risk AI systems must incorporate mechanisms for human oversight and intervention to ensure accountability and recourse in the event of adverse outcomes or errors. Users should have the ability to challenge AI decisions, seek redress for harm or discrimination, and receive explanations for automated decisions that affect their rights and interests.
  • Prohibited Practices: The EU Artificial Intelligence Act sets strict boundaries against AI practices that threaten fundamental rights and values. It outlaws social scoring systems that could lead to mass surveillance or behavioral manipulation of individuals.   • It is intended for voluntary use by organizations.

Imagine a social media platform that employs a recommender system. A new user selects “technology news” as an interest and identifies as “conservative” politically. As the user engages with content, the algorithm tailors their feed to feature predominantly conservative viewpoints on technology issues. Over time, the user’s exposure to diverse perspectives dwindles as the algorithm avoids presenting content that challenges their preferences. This leads to a filter bubble where the user’s online experience is confined to specific political beliefs and technology interests, reinforcing their existing views and limiting exposure to alternative perspectives.
  • Privacy Concerns: Privacy concerns are a paramount consideration when it comes to the gathering and analysis of user data for recommendation systems. It is essential to handle user data responsibly, respect their privacy rights, and adhere to data protection regulations such as the General Data Protection Regulation (GDPR) in the European Union. These regulations give users greater control over their data, allowing them to make decisions about its usage and demanding transparency from organizations regarding data practices. In regions without such regulations, many responsible brands and companies offer privacy settings that empower users to tailor their data-sharing preferences according to their comfort levels. However, it’s important to recognize that there is a delicate balance to strike. On the one hand, personalized recommendations enhance user experiences, but on the other, there is a need to establish boundaries to prevent unwarranted intrusions. A notable example of this delicate balance is the case of Target, where their predictive algorithms deduced a teenager’s pregnancy based on her shopping habits and inadvertently revealed her secret through marketing mailers before she had the chance to discuss it with her parents. This example underscores the importance of responsible data usage and the potential consequences of overstepping privacy boundaries in the pursuit of personalization. It serves as a reminder of the ethical and legal considerations that must be at the forefront of any recommendation system’s design and implementation.
  • Fairness and Bias: Recommender systems, if not carefully designed and monitored, can perpetuate and even exacerbate existing biases present in the data they are trained on. Biases may emerge in various forms, including but not limited to gender, race, socioeconomic status, and cultural preferences. If the training data is not diverse and representative, the recommendations made by the system may disproportionately favor certain demographics while marginalizing others. For example, suppose a movie recommender system is trained predominantly on historical data that reflects gender or racial biases in movie preferences.
